Allow caching remote artifacts even though the remote site blocks HEAD requests

      Description

      There is a filestore like Amazon S3 (http://docs.aws.amazon.com/AmazonS3/latest/API/RESTObjectHEAD.html) that may disallow HEAD request to a file and send 403 response back; although, it allows GET. In order to use Artifactory to proxy artifacts from such remote filestore, please allow giving Artifactory an option to cache a file from a location even after the HEAD request is disallowed.

      For example, this feature is needed to download the binding files for the npm, such as https://github.com/sass/node-sass/releases/download/v3.8.0/freebsd-ia32-14_binding.node which gets redirected to a Amazon S3 site that returns 403 for the HEAD request.
