cache-fs should not download the same file when requested in parallel

      Description

      The current implementation of the cache-fs does not stop a file from being downloaded in parallel. This is simpler to provide an example to show: If you have a file that is, for example, 10GB in size, and it does not currently exist in the cache-fs and you request it in parallel 20 times, the cache-fs will end up with ~200GB of consumed space in the cache-fs until the cleanup job can run and clear some space. This happens because the request first checks the cache-fs, doesn't find it, and moves on to get the file from the filestore and it doesn't have a check to see if the file is already being processed in the _pre folder.
