An Artifactory node in a cluster with a different "cluster.id" than the primary should not be allowed to join the cluster

      Description

      If the cluster.id file in $ARTIFACTORY_HOME/etc/ does not match that of the primary node, the secondary node should not start up, as it will always fail with 401/403's from tokens created with the wrong cluster id. There should be a validation check to ensure this will not produce a 401/403 and fail to startup (or give a clear indication there is an error) if it does not match.
