      Description

      Added comment to RTFACT-7477 but I think this might require it's own ticket.
      If a package gets removed upstream, for example from EPEL, but the binary is still cached locally in artifactory. It is no longer retrievable from yum since there is no metadata (repomd.xml) available to point to this orphaned artifact.
      It would be nice to have either a mechanism to either move items from remote repo cache -> local repo when no longer available so that it can add them to the local repo's repomd.xml or have a repomd.xml for the virtual repo that has combination of upstream, local, and any orphan'd content.
      This would allow you to request a version of package that might not be available upstream anymore but still exists in artifactory.
