When pull replication set up, target repo's property didn't sync with source repo's property

      Description

      When set up a pull replication for a repo of B in A(Remote) and do multiple update for same property with different values on a repo in B(Local). and Run a pull replication in A. As a result, property values in A shows multiple values but property value in B show only latest value.

      To reproduce.

      1. Set up a pull replication on generic-local in A instance for a remote repo generic-local which is in B instance.
      2. Update property value such as 2.1.1 on generic local in B and run replication in A which shows 2.1.1 in A
      3. Now do multiple update same property with different values such as 2.1.2, 2.1.3, 2.1.4 in a row on generic-local in B, as a result, latest value 2.1.4 show in B (Local)
      4. Run pull replication for remote generic-local repo in A (Remote) which will shows 2.1.1 and 2.1.4

      If we have selected sync properties then source and target should should the exact same value in a consistent manner.
