Debian Indexing Not Working on Ubuntu 18.04 Bionic Beaver

      Description

      Seems that there are indexing issues with the latest LTS release of Ubuntu (Bionic Beaver) when the control file is compressed as control.tar.xz.

      We support this format since 5.7, but dpkg has a bug for versions 1.19 and above. Seems it's `--uniform-compression` is enabled by default. This is where we found the issue referenced:

      I'm assuming we do use dpkg and that we use the system's since I see the following error:
      `Unable to find the control archive ('control.tar.gz') within the dpkg content`

      Other Ubuntu versions with dpkg before 1.19 work fine. Not sure what a workaround would be since we couldn't manage to downgrade dpkg on Bionic.

       

      To reproduce:

      Run Artifactory version 5.7.x+  in Ubuntu Bionic

      Deploy a .deb package with metadata compressed as control.tar.xz 

      Indexing does not index the package
