Enable folder object metadata query via AQL

We have dozens of automated scipts/programmed workflows and ad hoc reporting queries that could benefit from the ability to access the metadata properties for specific repo folders.  The results could then passed to script/workflow/ad hoc query for interpretation and calculation of results (artifact targets, compliance status, etc.).
