      Description

      Symptoms: Attempting to save a permission target fails with an exception in the Artifactory logs

      Steps to reproduce:

      1. Have an Artifactory HA cluster
      2. Change the $ART_HOME/tomcat/conf/server.xml connector port to not equal "8081":

      <Connector port="8085" [...] />

            3. Change the $ART_HOME/etc/ha-node.properties to use the non-standard Artifactory port

           4. Attempt to modify an existing permission, observe the following error:

      2018-08-16 20:09:54,686 [art-init] [ERROR] (o.a.s.a.AccessServiceImpl:1310) - Failed to register Artifactory serviceId jfrt@01cmzrq0aq9vrf0y9her431ywq: HTTP response status 500:Failed on executing /api/v1/registry, with response: {
