Debian or OPKG packages uploaded from Windows OS won't properly index

      Description

      I created two packages from a Windows machine. One was OPKG and one was Debian.

      The `control` file in this case will include byte-order-marks as part of the encoding. When Artifactory goes to index the Debian or OPKG files I upload, it blindly copies the Control file data including the BOMs.

      This is not desirable since now, the BOMs will appear at the beginning of every entry in the index files and most normal clients that interpret files are not prepared to deal with BOMs all over the place.

      Can you update Artifactory's indexing to exclude BOM's from package control files?
