Artifactory slave node will fail startup in a misinformative way if a converter marker file exists on the node

      Description

      Summary:

      If special marker files, e.g. .default.build.permission.marker will exist under their correct location on a slave Artifactory node, it's startup will fail without a proper message. Here's the output of the artifactory.log having the file above:

      Steps to reproduce:

      1. Setup Artifactory HA cluster (2 nodes is enough)
      2. Have a secondary start up correctly, and bring it down
      3. Add a marker file, e.g. using $ touch /var/opt/jfrog/artifactory/etc/.default.build.permission.marker
      4. Attempt to startup the slave node and watch the exception above thrown

      Workaround:

      Delete the marker file from the slave node
