docker pull fails when docker-remote is offline

      Description

      When docker-remote repo is online (Store Artifacts Locally is checked as well), all docker images can be pulled without an issue. Artifactory works as intended.

      For example, glassfish can be pulled successfully.

      After switching docker-repo to "offline". Only half of the docker images can be pulled from Artifactory local cache. The docker images that can't be pulled (when offline) lack a list.manifest.json file and show the docker icon image at the folder level.

       

      For example, glassfish fails now.
