When editing a user and trying to change the password to less than 8 chars a wrong msg is showed

      Description

      Steps to reproduce:

      1. Create a user in Artifactory with a valid 8 chars password.
      2. After the user was created successfully edit the user.
      3. Enter 3 chars in the password field and move to another box ('confirm pass' for example)
      4. You will see an error message that you need at least 4 chars (THIS IS WRONG you need 8 chars)
      5. Enter 4 chars on the 'password' and the 'confirm password' fields. 
      6. Press save. 
      7. You will get error message "User X already exist" 
      8. This is the second bug in this section as the error should be related to the password policy.
      9. Change the password to 8 chars and hit save, it will work.
