Change MySQL character encoding from UTF8MB3 to UTF8MB4

      Description

      When creating the schema in MySQL we get a warning

      CREATE DATABASE artdb CHARACTER SET utf8 COLLATE utf8_bin;
      Query OK, 1 row affected, 2 warnings (0.01 sec)
      3719 'utf8' is currently an alias for the character set UTF8MB3, but will be an alias for UTF8MB4 in a future release. Please consider using UTF8MB4 in order to be unambiguous.

       

      UTF8MB3 is deprecated in MySQL 8 and planned to be removed.

      According to the MySQL team blog, UTF8MB4 has better performance in v8.0 (but might be worse in previous versions?).

      When certifying MySQL 8 we should also test this change and consider siwtching the default.
