      Description

      Artifactory should serve docker images from Artifactoy remote repository cache (irrespective of Metadata Retrieval Cache Period) when the remote registry is unresponsive

      This behavior occurs when the upstream returns a 429 as well (rate limiting).

      Expected behavior:

      When a client requests a docker image, Artifactory should serve from its remote cache when docker registry in unresponsive. Instead, Artifactory is requesting to the registry and will get failed when the registry is unresponsive eventhough the image exists in the repository cache.
