Case sensitivity in package name

      Description

      Since Artifactory is case-sensitive, "PackageName" and "packagename" will not be considered as the same artifact by Artifactory.

      Currently Artifactory does not have the option to be case-insensitive, either globally or in the scope of a repository.

      This could lead to a problem when "PackageName" was uploaded, but one look for "packagename", or vise versa.

      Other problem is when one intention is to override a package with "PackageName" but other automation process received the old one with "packagename".

      I know that from the Linux world technical point of view it is normal to a product to be CS kind of tool.

      Subversion is also case-sensitive tool but since it serves both kind of customer CS and CIS as well, there are hooks to prevent this unfortunate situation of the same item with so called different name.

      In Artifactory this could happen with Nuget and General packages types that we all know comes from the CIS (Case Insensitive) kind of customers.

      Artifactory developers can't rely on the customers to be very careful about the case and once 2 same packages with differ case were deployed into Artifactory it can be very harmful in a human resource aspect.

      these things happen and must not be overlooked.
