Federated Repository - Create repository on other site if one does not exist

      Feature description:

      Currently, to set up Federated Repositories you have to create a set of Local or Federated Repositories, one on the Source Artifactory and on on Target Artifactory. This can be cumbersome in situations like Disaster Recovery setup, as it means Artifactory Administrators have to create two repositories instead of one whenever they set up a new repo.

      Instead, it would be nice if the Federated Repository would create a new, empty repository on the Target Artifactory if one doesn't exist yet. If the Federated URL is correct but the repository doesn't exist, a UI prompt would allow users to skip additional work that the system can handle.

      One thing to note is that currently when you set up Federated Repositories, if you pass all of the checks (Custom base URL, Circle of Trust, etc) but the repository doesn't exist, one won't be created and the Federated UI will only show the repository on the Artifactory it was configured on.

      What is the expected behavior? 

      With this feature, Artifactory Admins wouldn't have to worry about their Passive DR installation in an Active-Passive setup. Admins would only need to create the Federated repository on the Source, and it would create the Target repo automatically.

      Possible workaround: You can create the repository in 2 places, or use a Jenkins Job to leverage the REST API.
