UI asks for user/pass prompt rather than main log in when following native browser link anonymously

      Problem description
      Artifactory prompts for user/pass when accessing a file link from the native browser - there is no way for a SAML user to authenticate.

      What is the expected behavior?
      Redirect to the main authentication page. This only happens if a user goes to:
      http://localhost:8082/ui/native/example-repo-local/test/logs/art1.tar.gz

      but not something like (folder above):
      http://localhost:8082/ui/native/example-repo-local/test/

      Steps to reproduce:
      Enable global Anonymous access
      Delete "Anything" and "Any remote" permission targets
      Create repository and upload something to a path, e.g. example-repo-local/test/logs/art1.tar.gz
      Do not create a permission target for this repo, so anonymous user cannot access it
      Log out or use an incognito window
      Navigate to http://localhost:8082/ui/native/example-repo-local/test/logs/art1.tar.gz
      and see that it prompts for user/pass.

      Environment details:
      Artifactory 7.21.12 (latest) and 7.23.3 (cloud)
      DB type & Version: Postgres 12
      Is this an HA env? Yes (also reproduced on standalone)
      Is this On-Prem or SaaS? On-prem
      OS details if relevant; rhel7.9, debian 10 (unlikely relevance)
