Failing establishing Access Federation when configuring same base URL for different instances

      Description

      When configuring multiple instances across different regions with the same base URL, it will not be possible to establish Access Federation Mesh Topology.

      Steps to reproduce:

      0. Have two instances in different geo locations and circle-of-trust is established.

      1. Set the same baseUrl for both instances

      • This is due to 'Geo Synchronized Topology' requirements.
        <urlBase>https://COMMON_URL_ACROSS_REGIONs.com</urlBase> 
        

        2. Set Access Federation mesh topology.

      Expected result:

      The setup will pick up the unique URL and connect to the other instance

      Observed result:

      The setup pickup the common URL, redirects to itself tries to connect, and gets timed out.
