Rest API calls fails if user has special characters in their password

      Description

      • Problem description: Rest API calls fails if user has special characters in their password
      • What is the impact to the customer - What are they trying to achieve? where does that bug hurts them? what does it stop them from achieving? Users will special characters in their password will not be able to run any API calls as it will error out
      • What is the expected behavior? Every User should be able to call using Rest API regardless of their password if it’s supported while creating users.
      • Steps to reproduce: 
      1. Create a local user in Artifactory with a password that contains special characters like : !, §, Ä, Ö.
      2.  Run any API call using the same user and it will trigger the below error :
