 Description   

The CloudBees folder plugin adds a hierarchy to the build names using something like folder1/floder2/build-name for the full job name.
This new job name identifier should be used everywhere the ArtifactoryJenkinsPlugin is using a build name.
To avoid issue in REST API and Apache (client, Server, Tomcat) handling of URL, the '/' character will be replaced with ' :: ' in the Jenkins plugin. This conversion (encoding/decoding) should be done for all build name management (put=build.name, read=build.root, parent=build.parentName, isolation=build.root).

Reproduce steps:

On Jenkins install the CloudBees Folders Plugin
Create a folder (new item -> folder)
Go to an existing job
Move the job to the folder (move is on the left under Artifactory Release Management)
Build the project
Click the artifactory build link.
