The generated maven settings.xml file comes up empty if you are logged in with a user which has a 'DESede' encrypted password (from an older Artifactory version).

Steps to reproduce:
1. Start a clean Artifactory 3.1 instance
2. Log in with the default admin:password
3. Click on the user name to unlock the user profile and create the encrypted password
4. Upgrade the instance to 4.9.0
5. Log in with the admin user
6. Generate Maven settings.xml
7. Download the file

Converting the security token fails with this error:

I'm having the same problem and it's causing me a number of issues, blocking us from an upgrade. Specifically, ours is happening with the ivy settings files, but it's the same error.
