 Description   

Reproduced on 4.14.1.
The error is with users which doesn't have internal password, only api key for authentication (for example oauth users).

Login as an Oauth user.
Go to the profile page (assuming access is allowed) and create an API key.
Go to the set me up for maven repository and generate the settings.xml.

The proper api key is not populated.

workaround until the fix is to login to the profile page, to copy the correct api key and to insert it manually on the generated settings.xml file
