 Description   

If the Bintray configuration (under the admin section) was never saved, when getting the config descriptor Artifactory tries to also save it with default values which fails when the user that initiated the push is not an admin user.

A workaround for this issue is to have an admin user save the Bintray config once so that the descriptor is present when retrieving it.
